The EPA does not “approve” Alaskan federal permits, that is a function of the State who has primacy, or to simplify, for you, the State is the lead agency. The Corps is the lead agency for the 404 permit and NEPA process. The EPA in an interagncy cooperating agency and is involved with peer reciew once the State has determined various permit aplications are at a point for EPA review. The State also recommends Water Quailty Certification (very important) for EPA consideration/agreement. Pruitt is not in-charge of State agencies.
