So much of the stock is owned by Bison and AIMCO (which is an investment arm of the province) that a takeover could not be forced on the shareholders without their cooperation.  The current low price can more reasonably be attributed to low gas prices and the perception that they will stay low on the one hand, and the recent full or partial shut-ins on the other.
