The submission of such an application isn't required or accepted until the equipment is in finished format. The upper frequencies are at the higher range of the ISM band ,( instrumental , scientific and medical band) and they are known to be harmless at many power levels above what the PATSCAN transmitter will be being emitted. The lower frequencies are also harmless at the powers emitted by PATSCAN. A few thousand dollars preparing submission will highly likely get a smooth approval.
