This is exactly my understanding of the situation.
For years, TCPL kept the Mainline to Dawn running less tan capacity, somtimes less than half and they were charging over $1.75/Gj to transport gas from Empress to Dawn.
I understand the strategy to maximize profits when the situation allows it. But when you run a monopoly, you have a responsibility to run your business smoothly toward the clients you are serving NOT squeezing them by the balls to make them spit their last $$$. If they can't discipline themselves, NEB should help them understand the concept.
Otherwise, Alberta might as well close their NatGas shop and Ontario could buy 100% of their supply from Pennsylvania. When Henry Hub trade under $2/mcf and oil under $50, how much gas from the WSCB will transit to the South?
