Tahoe is an American company based out of Colorado and their pro business gov't will likely put some pressure on the Guatemalan government to re-open the mine. Obama was not as concerned about protecting US corporate interests abroad - he often sided with the socialists and environmentalists. Tahoe is probably refusing to pay off anybody so the wait continues. Guatemala needs silver exports to generate $US for their balance of payments deficit and improve economic activity.
