Besides for a billionaire 33.3M wts @ 0.09 amounts to $3M Cdn (chump change) to get another 6.7% of the company. He could buy the shares in the open market, but such a large order (33M shares) would cause the SP to shoot up. So it would be better to exercise them at a fix price.

If ES made his bet correctly the SP could be a lot more than 0.09.
