First of all, there is no way that legalization isn’t going to happen... so the fear mongers trying to push that onto the share price can just f*** right off.
Secondly, and most importantly, this extra 1-2 months is going to give MYM extra time to produce their product in the Laval facility, and build / possibly produce in Weedon, and any extra time to secure relationships in Quebec and around Canada from a logistics and distribution standpoint is completely welcome.
If the rate goes down today/in the next week, just don't be a moron and give the big boy manipulators your cheap shares, everyone who understands the stock markets and particularly this MJ market, is completely aware that this delay is nothing but good news for 95% of the big players emerging in the Canadian market.
Decrease in rate = banks buying lower priced shares for a bargain.
