The SA experience does show that people desire orderly government. I have less faith recent events there will have much of an impact on politics in Congo. The biggest factor in favour of international miners, is that the country desperately needs money. Thousands of UN peacekeepers are holding it all together. I don't know how long that support would continue were the government to drive away investment by breaking international law.They don't have the capacity to run these mines themselves. They have so much to lose. For that reason alone, I believe the government must arrive at a reasonable settlement. The Minister for Mines did say they would go to arbitration. It's another way of saying they are willing to abide by international law. If not for some noble cause like freedom or democracy, then for their own political survival.

I think RF has a good strategy. Don't freak out, and keep up intensive discussions with the government. I wouldn't make unnecessary threats or seek to publicly embarrass anyone. In the end, regardless of who is ultimately in power, you must be able to work together.
