As a shareholder I don't like seeing projects go on idle, it's bad for business, but you can't let people walk all over you. No point laying track either, even if it does only take a week or a two. This move to unilaterally declare all existing 10 year Stability Pacts null and void is a blatantly hostile act, in clear violation of international law. And they know it full well. The Company may as well put all their energy into Platreef. It looks like that one will soon be good to go. In the meantime if all miners shutter operations, money will dry up fast. Just as the government is facing an election.

By the way, if Kabila doesn't sign, but doesn't send it back for revision, it automatically becomes law. We'll know by this Thursday or Friday.
