Has Anyone Seen the Agreement?

Has Anyone Seen the Agreement?Between IVN, Zijin, and the Congo government? There is a Company news release from Nov 18, 2016 describing the final agreement. The government got an extra 15% of K-K for a nominal amount. Did they make any firm tax or royalty commitments in return? The news release doesn't elaborate. That would determine if IVN actually has a case at arbitration. I should have thought of this before. Is the government legally entitled to raise taxes and royalties according to the terms of the agreement? Perhaps someone out there can shed some light on the subject. I went googling Congo 10 year Stability Pacts and didn't find a thing. Evidently they exist. Recent news reports concerning the mining law refer to them. But does it apply to IVN? 

The actual tax and royalty revisions have been in the works for years. Only the 10% cobalt royalty was unexpected.
