News will be soon, but please no guesses...Trading is a combination of the large short inventory out there, plus large interest from equity traders.

News will be incoming in the next little while, judging from the volume, but I wouldn't get caught up on when. They will probably finalize all the details of the new PP before moving forward on anything.

Looks like the Empire building may actually lead to an Empire...
