The problem is the US governement (like most of the world) is controlled by oil companies and the last thing they want to see is the electric car flourish. So to say the US needs to turn to Cuba for cobalt is very logical, but it's totally not in line with the republican agenda.

And that's why China is leading the way and not the US, China doesn't have a choice cause they can't breathe.
