Debentures with conditions?

Debentures with conditions?Interesting jpeg posted this evening by diegovbs on ceo.ca. The post suggests no problem closing the debentures. This suggests to me that they quite easily raised the 20...to more likely 30 million dollars of debentures for working capital!! However, there are certain conditions attached to receiving the debenture capital. In other words, we are stuck at the moment until these conditions are met. The post goes on further to say...they are working very diligently at getting the conditions completed. I think these conditions have something to do with getting Chinese government clearance for the deal...or something to that effect. In this regard, there seems to be some sort of a time line...expectation...of the end of March where whatever the conditions are will be covered off.

Oh...and by the way...The last point of the post in parenthesis states: "(apart from all business that want to come are way)" JMHOs. DYDD.
