You are talking about a type 6 mag that was completely outlawed in 2007.
Regs changed completely at that point and became much stricter. It is not the old days.
Read up on your federal regs. transport and storage of
No powder supplier would ever sell powder to anyone attempting to use such a mag and no permit would ever be issued.
That type of box would be only ever used as a 24 hr day box underground and sometimes not even allowed for that depending on where the mine is located. IE close to civilization.

Otherwise your assesments are pretty good I think.
