They are doing so to save costs and expedite the completions of the other two phases. FV Pharma us just one of many agreements, and this facility will eventually be a higher producer than Smith falls. The bigger production in the short term will come from the gigantic green house deals. The quality high end product will come from the more expensive facility builds.
