Yeah it only went up about 10-13% in ten minutes...usually they have to change at a faster rate for that sort of halt. I think they just were off on their timing and didn't expect people to be noticing the change on the government page within 30 seconds of it being posted. (saw it on posted on Yahoo before I saw it on here)
