I've been following the stock before and after the halt, here's what you need to know :

The reason UMB.c opened much higher is because of the news release they had DURING the halt. Because the news were important (change of business from energy to marijuana + deal with canopy) there bid went up instantly. So when the stock began trading back, there were no sellers but alot of buyers that made the stock price jump.

So yes, the management can have news release during the halt, which could be good for momentum.
