I don't understand how this trades

I don't understand how this tradesSince falling to below 18 after results, which were not bad (no surprises), it has displayed the same behaviour for two weeks: up one day to $18.30 or so, then next back down to $18, on above average volume. It's like clockwork, irrespective of how the markets are doing. What surprises me is that is there hasn't been an uptick based on the fact that problem files have been resolved, and both kimco and SCR will be increasing their distributions. Seems like the poor result from SM is overshadowing everything else. I guess it will stay stuck in this range til Q1 results in early May. Nearly 3 years in the penalty box now.
