I believe they are referencing the controlled release pellets which both limit abuse (non habit forming, compared to opioid) and overdose (controlled dose) To me, this write up takes a definitive stance to show the validity for smokable cannabis. As we know with edibles the chances for overdosing are higher because you are unable to titrate your dose.
