RE:Boundary DamGreat question. Maybe every other government boondoggle gives us a clue:
History:
-publicly funded energy megaproject announced during economic boom
-project goes way over budget and grossly under performs
-corporate "partners" don't lose a dime, in fact they make money while publc costs continue to rise.
-political dynasty continues, finances swept under the rug, underfunded local media stop asking embarassing questions.
-project becomes industry wide joke and bottomless money pit, but public still support their "jobs" government as it invests in obsolete technologies.
-Names change and portfolios are shuffled within government, time for the top brass to get out quietly and collect corporate board positions.
Prediction without time line:
Government finally falls, new goverment launches inquiry, everyone's got a story to tell.
Local media locates its missing balls, local writer publishes tell-all book naming beneficiaries at Cenovus and elsewhere in the oil patch.
New government loses interest, begins it's own boondoggle.
