I believe first nations said they wanted the revenue on mj that is grown and sold on reserves.  That wouldnt include all current growers as they dont grow on first nations land. While this may seem simple it is complicated in terms of costs associated with policing, enforcement,  growing regulations/standards, and rehabilitation costs.
