I believe that you might have got it right.

EGYPT was indicated to be the end buyer of the contract in the presentation before it was removed. The timeline fits...and PTF looks to be ramping up their correspondence and marketing strategy on Facebook. I am also interested to see how the new logos will be and the comprehensive web platforms being built.
