in BC Canada i think we are paying abour 70 cents per watt per year for residential electric use. ( actual rate is 8 cents per kilowatt/hour so I hope I did the math right to convert it to watt/yr )  So that royalty would be about 1.5%.  I bet industrial and commercial users pay less as the govt would offer reduced rate to attract big business as a form of subsidy.
