Snacker, you are right things certainly look good for Canada Carbon. To alleviate your worst case scenario you may want to consider the Tribunal will only determine whether CPTAQs closing of CCBs file due to the change of the bylaw was a proper basis to close the file and then they will act accordingly. If you remember CPTAQ was dragging out the process while Town Council was changing the bylaw. CCB went to court yesterday to have this bylaw declared illegal and rescinded. It is likely the Tribunal is going to play it safe and wait for the ruling before proceeding. I believe both CTPAQ and the Town Council will not fare well here. If the Tribunal makes a decision prior to the ruling and overlooks many facts this will end up before a judge and the decision will become a legal one and not based on the tribunals decision. Although the Town Council was elected partially on an anti-mine stance do keep in mind they created fear amoung the electorate by producing misleading documents about the impact of the mine. This will weigh in favor of CCBs damage claim if this goes to court. That being said and with the knowledge available I would say the worst possible scenario is the mine is stopped and CCB is awarded millions in damages. However for this to occur the mining friendly Quebec government must also be willing to suffer a major black eye for publicly outing a model mining project that exemplifies the very intent of their new mining act.
