Outstanding Billings... is the amount of money due to Genenews that doesn't appear in the financial results.

NOV 15, 2017 Genenews outstanding billings was approximately $1,8 million...
Today April 03, 2018 Genenews outstanding billings is approximately $4 million...
An increase of 123%, not much but still genenews is pressing forward (Good..)

It doesn't say if that money is part of a payment within 45 days.
