For a company that isn't overly promotional, that appears to be good news.  "Strategic agreement" implies that it will be impactful over a long period of time.  Also, the fact that is only 30 days, is a good sign as it indicates that it is the conclusion of ongoing negotiations.  Maybe Intrinsyc is going to acquire Stream.  I don't know if that is a good idea or not.  Information on Stream's business is hard to find.
