Negotiations are under way to operate on a third Salt Spring Island facility subject to an application for an additional 375 plants under Access to Cannabis for Medicinal Purposes Regulations (ACMPR)."

That is why I speculate that BC Genetics will get the ACMPR before the deal is closed.  Following this line of thought would include that may be the reason for the delay of the deal.
