You are the one who needs to do more homework. Every planned LNG export facility has to sign up buyers long before they make a FID, let alone start construction.

Pieridae (yes, you don't even know how to spell it), claimed they were going to start construction in this quarter, but they haven't even finalized what it will cost, let alone figured out how to pay for it.
