They build schools and additional infastructure for the surronding communities. I spent alot of time in the high Canadian Arctic. Everytime new money come along the residents were always scrambling for a piece of it. The economic benefits of a 40 year mine should certainly benefit their standard of living..that is if they want to get of their butts and get some work as opposed to free government handouts.
