RE:WHOOO.Oh Ricky Rick Flair - lets summarize what we know. 
They have enough cash to get them to June, then they are either going Bankrupt or further diluting the stock with yet another offering (to whom, god only knows). The problem with further diluting is that they have already screwed their shareholders so many times, we're raw (who in the right mind would execute their warrants now?). So they need to find new shareholders to F***. Hence the R/S..... WITH AN INCREASE in A/S (kinda ironic, no?).

Of course to get the facts straight, they have handed out so many warrants that they don't have enough A/S to cover them, and therefore would have to pay penalties if holders actually wanted to execute their outstanding warrants. 

The timing of everything is going to be interesting. The increase in A/S really has to happen, but the R/S is totally for the sake of relisting on a major exchange. If they could find a magical way to get EPS in positive territory, than fine, but 2017 EPS was -$2.34. After a 100x R/S that's $234 loss on a $3.50 stock, if we use today's numbers.
