You might be right. I was remembering an older news release that stated
"All architectural and engineering designs and drawings for the Nevada Site have been completed by a Florida-based engineering company. Construction of the Nevada Site may begin as soon as the Acquisition is completed." Oct News Release

The acquisition was completed in Jan 24/19 and it does state that they are waiting on a building permit. But I thought I remembered hearing that they started. It might have been from Uptick Newswire podcast that was out last month. He said they started phase 1 of a 20,000 sf facility.
Guess we'll have to wait for an update from Nevada to know for sure.
