Its simple. After reading their announcements and listening to their conference calls, you have two scenarios.

1] They have the $400 million USD contract and numerous irons on the fire with AMBER, BSL, BBL etc. If they release the confirmation, share price goes above $2.00/ps in the next 3 months.

2] They do not have the contract, share price goes below $0.15/ps and the management will need to build trust once more - will take a year or two - unless they release a similar contract in the short term.
