SHERF trading restriction

All brokerages in the USA (etrade, schwaab, TD, fidelity, merrell...) dont allow to place trades for SHERF (OTC for Sherritt in the USA). Does anyone know why the restriction and when it might be lifted ? I think stock would get a huge lift if US investors were allowed access to trade it.
