RE:Losing more than a billion dollars a year to cartelsCriminal activity is disgusting, costly, bad karma. While really hurting Pemex, should not affect ROE as I have to presume they get paid for oil measured as it enters a pipeline, so full credit. After that is Pemex's custody.
