Agreed there. I think a few people do know the day of (in order to prep news releases and such), but that's about it. I personally spoke to Will a couple months ago and he was hopeful that the licenses were just around the corner but said that they happen when they happen - could be a week, could be a month or a year. Everything is in order, all t's are crossed an i's dotted around compliance. There is nothing more to do at this point but wait.
As I've said before - my speculation (considering they had millions in the bank at that time) is this - the same week or so that they are granted a license, we'll get a news release that they are expanding/aquiring another small company/interest/space/etc/... There is no point in pulling the trigger on any growth initiative until that point. Licensing is everything RIGHT NOW, to produce, for craft distribution pipelines, pet treatments, for everything.
LIB is way too quiet for Will to not be up to something exciting, IMO. There's no way they are sitting around playing cards waiting for licensing. They understand that they'll get eaten alive if they don't push forward aggressively.
We are all going to look back at this stock in a couple years at 40 cents and realize how undervalued it really was (is).
