I think it is unfortunate that the TLT program and many other research  projects are caught between a rock and a hard place. Safety is emphasized and perhaps sadly that is a good thing. We live in an extremely litigous society.  How many projects would be shut down or tied up in the courts for years because of some unfortunate incident  Ambulance chasers are a dime a dozen..

As the saying goes, 99% of lawyers give all the rest a bad name.
