RE:RE:250 KM  I live in Medicine Hat and ACB got a big break on some of the start up expenses to the tune of 6M $ and probably a very cheap electricity price. Medicine Hat produces it's own eltericity from the cheap  natural gas. They call it the Gas City, well now it will be known  as the Grass City.
