Is this not a good thing

Correct me if I’m wrong, so fgd noticed that all their income was not recognized, they wanted a cto to stop insiders from trading. It was refused. I’m thinking they want to declare more income than their paperwork shows. If this is true then maybe a cease trade order is the best thing till they clear this up. No?
