He knows the technology intimately, has obtained 40 state licenses, made significant iinternational deals with varios banks and TenPay and is the face of the company.

He definetly needs to remain the CEO of the company.

But he is not an accountant.

The CFO however, should tender his resignation or be fired.

While the CTO continues, the company needs to explain the situation clearly and keep us up to date on their progress.
