Security officers are not required to make arrests, but have the authority to make a citizen's arrest, or otherwise act as an agent of law enforcement, for example, at the request of a police officer or sheriff.

This was from Wikipedia.  So you are likely correct about patscan being monitored  by law enforcement however ( security guards at Westgate paid by Westgate and not PAT )  No additional salaries required and NOT expensive.  But I won't  GUARANTEE this as you have guaranteed already that PAT pays,  but you have not provided evidence of this. 

I seriously don't see this as an obstacle what so ever.
