At the end of prohibition, yes, everyone sold moonshine until it became regulated under alcohol distribution branches which exists in every provinces. Except in some ethic communities, few make their own moonshine now. Part of the reason is getting caught with distilling equipment isn't good especially if you are reselling your goods.
You can bet the tax man will shut down every non-tax paying outfit with much publicity to ensure the rules are followed. Even El Capone was taken down not because of murder, prostitution or drug charges. He got the slammer on tax evasion.
Wait for the frameworks to be established. The government and these large licensed, Health Canada quality checked producers, will get all the clients that are now served by the black market. Vancouver for example will be forcing all dispensaries from buying from license producers via bylaws. Untainted, licensed, Health Canada checked marijuana will become the focus of the public.
Sure, some people will prefer to continue to deal with the black market with questionable law breaking individuals and questionable quality. The "price sensitive" crowd makes their own wine and beer. But the mass market and vast majority will prefer to go to licensed shops to get known quality at a fair price.
And you compare the costs of alcohol to cannabis. Cannabis is still a lot cheaper.
