* In order to identify private retailers, the NLC will issue Request for Proposals interested in selling cannabis. This processwill ensure that adequate access to cannabis is available for recreational purposes, while ensuring that the process to setup a cannabis retail location is safely and securely managed.
* By utilizing the NLC as the master distributor of cannabis products, producers will have one point of contact to sell their cannabis products, which will then be resold to retailers. The NLC will only establish and operate cannabis retail locations where there is a demand for the product, but no private retailer has communicated an interest in operating a business.
In anticipation of legalization, the Government of Newfoundland and Labrador entered into an agreement with Canopy Growth Corporation for the supply and production of cannabis within the province. With no current licensed producer of cannabis, the government sought to secure a supply in advance of the July 2018 legalization date. While this agreement guarantees the province a supply of cannabis, it has been stressed that this agreement does not preclude the province from purchasing from other supplies, namely Newfoundland based producers.
The initial agreement with Canopy will see the government purchase 8,000 kg of cannabis and cannabis-related products annually. Under the agreement Canopy was also required to commit to building a production facility in the province, having the facility operational by 2019. The Government of Newfoundland and Labrador will contribute to costs to construct the facility through reduced sales remittances to the provinces until the company’s investment is partially recouped. Canopy will be required to follow the same regulations as outlined in any Request for Proposals that are released.
Oceanic Releaf has actively been engaging with the Government of Newfoundland and Labrador, at most the departmental and ministerial level. Oceanic Releaf’s management team has been assured by the Government of Newfoundland and Labrador that a similar agreement can be put in place with Oceanic once Health Canada approval has been obtained. This positions Oceanic Releaf at a significant advantage to develop a homegrown solution to the cannabis supply dilemma.
