It appears that government efforts to divide and conquer international miners have probably failed. As long as they stick together, the government will remain UN able to dictate terms. The parties have already agreed to binding arbitration in Paris through existing stability pacts. Those judgments may be enforced through seized bank accounts and shipping. I don't know where the government is going with this. Even if they illegally seize resources, they don't have the ability or finances to exploit them. And they would have to pay back every unearned cent at arbitration. DRC finances are a mess. They are running out of foreign exchange as inflation runs 40% to 50%, an astronomical number. They are just digging a deeper hole for themselves.The government needs the miners, more than the other way round. If necessary, miners can idle projects for years until the government comes to it's senses. Yet the government can't afford to wait years. Machine guns can accomplish certain tasks, but one thing they can't do is generate GDP. Some things have to be earned through hard work, and cannot be stolen at gunpoint.
