All the right signals are out

All the right signals are outOne wonder why the JV has not been announced as yet. After all, the right signals are out there such as:

a. multiple comments from both Airbus and Bombardier senior management;
b. the construction of a wall at Mirabel to separate Bombardier and CSeries employees; and
c. the recent announcement for the addition of a second production lines in Albama.

Then why the official signing is not annouced as yet? One would think the sooner the better given that the more time they have before the Farnborough airshow, the more orders they could get.

I suspect the negotiation between Airbus and Bombardier are done but they are waiting for both levels of Government, Federal and Provincial, approval to guarantee job protection and reassurance them  that Airbus is not going to shut down Mirabel and  transfer the manufacturing to a country with cheap labor. I have no proof of this but this is the only logical conclusion as to why the delay for the signature.
