You will note that at the Intake and Initial Screening stage, a "proposed" business plan and proposed record keeping methods must be submitted. Nothing more.
At the Detailed Review stage, consideration is given to the "proposed" security measures and the "description" of the storage area for cannabis. Security Clearance forms must also be submitted. No physical inspection takes place at this stage.

The language used clearly indicates that a licence can be issued at any time prior to the start of cultivation.
