Just take a look at - https://marijuanaindex.com/stock-quotes/canadian-marijuana-index/. Those that are moving back and forth around opening or are in Red have no license.
Every company with a license is aggressively moving up today in SP.

I believe you are correct in your assessment - License = Gold!!
