Can anyone explain why this news would drive the price down?

Can anyone explain why this news would drive the price down?..or is it simply that Canopy is the big winner here ?

I'm simply amazed that this news did not push the price higher. This is very positive news given production has started and the final senate vote to pass this is 3 days away.
