It will be a commercial port.
The point is that it will be cheaper then the current offering --> NEAS
Because you can deal with larger shipments and you can load/unload a lot faster.
The season won't depend on the forklift out to the sealift either...so it will be a longer season on both ends of it.

You are right, it will not be free...just cheaper.
