No, it does not mean "baseless". Used in the legal circumstances we are seeing, "unfounded" means that the presented case had no (adjudicated) basis for the charge or accusation. It is a legal adjective used to tell the lower court that the higher court requires the lower court to apply ajudication in the matter. The two are very different. These are my views only.
