Binding Arbitration - Miners Must Stick TogetherIf arbitration is not initiated over the next few weeks, it probably indicates significant progress is being made in negotiations with the government. The new Mining Law must legally co-exist with previously signed 10 year stability pacts. That isn't a contradiction. Under international law the government has a legal obligation to reconcile the two. 

I don't think the government has the luxury of years to reach agreement with miners. They can't survive that long without additional revenue.They're desperate for funds. That's certainly the reason the government passed this Draconian mining law in the first place. If miners maintain solidarity in the face of continued intransigence, the desperate financial situation can only grow worse, as the Congolese Franc plunges into the abyss. Of course, no one wants that to happen. A negotiated solution would be a much better outcome for everyone.
